Paraguay and the EUROFRONT team work together to draft protocols for cross-border surveillance

From 8 to 17 September, part of the EUROFRONT team travelled to Paraguay to share knowledge and experiences on cross-border surveillance and the operating rules in place at a police cooperation centre. Two specific activities were carried out simultaneously, one on Cross-Border Surveillance and the other related to the Organisation and Operation of Internal Rules.

The two activities included:

  • A training phase in which members of the Spanish National Police force taught content on cross-border surveillance;

  • A technical assistance phase in which work was carried out jointly with the national authorities to adapt European protocols to the particular case of Paraguay using the content addressed in the training.  

The Paraguayan national organisations taking part in this activity were the National Police, the Ministry of Foreign Affairs, the National Directorate of Migration, the Supreme Court of Justice, the National Anti-Drug Secretariat (SENAD) and the Ministry of Children and Adolescents.

With the aim of strengthening international cooperation practices and procedures to improve border control management, the Paraguayan authorities and the EUROFRONT team worked together to draft a border surveillance protocol.

With the aim of promoting efficient cooperation and coordination of activities, tasks and responsibilities between officials responsible for the different agencies with jurisdiction over the border, both parties developed a guide to internal organisational and operational rules.

Both documents constitute one of the first results of the cooperation programme involving Paraguay, a EUROFRONT partner, together with the bordering countries of Brazil and Argentina.  The Triple Border between these three countries is one of the pilot border points of the programme, which is also working on the Rumichaca border between Colombia and Ecuador, on the Desaguadero border between Peru and Bolivia and the Aguas Blancas-Bermejo border between Argentina and Bolivia.
